The Madison Oneida Amateur Radio Club is an ARRL-affiliated Amateur Radio Club started in 1988

It shall be our mission to promote emergency and public service communication, radio knowledge, fraternalism, and individual operating efficiency, and to so conduct club programs and activities to advance the general interest and welfare of Amateur Radio in the community.

NYS V&T Law Section 397

§ 397. Equipping  motor vehicles with radio-receiving sets capable of receiving signals on the frequencies allocated for police use.    A person,  not a  police officer or peace officer, acting pursuant to his special duties, who equips a motor vehicle with a radio receiving set capable of receiving signals on the frequencies allocated for police use or knowingly uses a motor vehicle so equipped or who in any way knowingly interferes with the transmission of radio messages by the police without having first secured a permit so to do from the person authorized to issue such a permit by the local governing body or board of the city, town or village in which such person resides, or where such person resides outside of a city or village in a county having a county police department by the board of supervisors of such county, is guilty of a  misdemeanor,  punishable by a fine not exceeding one thousand dollars, or imprisonment not exceeding six months, or both.  Nothing in this section contained shall be construed to apply to any person who holds a valid amateur radio operator’s license issued by the federal communications commission and who operates a duly licensed portable mobile transmitter and in connection therewith a receiver or receiving set on frequencies exclusively allocated by the federal communications commission to duly licensed radio amateurs.


Guidelines covering the conduct and use of the MOARC Repeaters:

  1. The repeaters will be primarily used for local traffic and are open to all amateur radio operators.
  2. Control stations will not discourage anyone from using the repeaters.
  3. Conduct on the repeaters should be governed by common sense and courtesy. Please don’t give a bad impression of our service by making thoughtless or off-color remarks. Instead, set an example that others will be proud to follow.
  4. The repeater trustee will the have final say on any repeater operation since they are the final authority as per the FCC.
  5. Use of the word ‘Break’ should be reserved for Emergency and High Priority needs. In the event of hearing ‘Break’ called, all stations on the frequency should immediately cease operation, and assist the breaking station as required. Stations may resume normal operation only after the emergency has been handled.
  6. Time control or net traffic will be given priority.
  7. All stations will leave a short pause between transmissions for the purpose of allowing other stations to call on the repeater.
  8. Calling stations will keep their calls short, such as a one or two-line monologue, and then stand by until the frequency is clear.
  9. Base stations should stand aside for mobile stations.
  10. Special Event communications have priority over normal repeater usage, and any special event for which the repeaters are to be used shall be cleared through the repeater trustee.
  11. Emergency communications will have priority usage and complete control of the repeaters for as long as the emergency exists. A net control station will call up and direct the net.
  12. If you hear stations jamming or interfering with repeater communications, do not make any comments. If you can override the interference, continue with your conversation. If you can’t continue, sign off the repeater in a normal manner.
  13. Identify your station every ten minutes during your QSO and at sign-off, as per FCC regulations. While not mandatory per the FCC, for ease of operation and courtesy to others on the repeater please ID when coming on the air.
  14. Repeater rules and regulations can be changed by the repeater trustee and the repeater committee. Users will be notified of changes.
